Balochistan Employees Social Security Institution — Balochistan's provincial social security body for private-sector workers.

Detailed Definition

BESSI (Balochistan Employees Social Security Institution) is the Balochistan-province equivalent of PESSI, SESSI and KPESSI, providing social security to private-sector employees working in Balochistan. BESSI operates under the Balochistan Employees Social Security Ordinance as adopted post-18th-amendment devolution, with administration from the headquarters in Quetta and regional offices covering the province's mining, fisheries and manufacturing corridors.

Contribution rates broadly mirror the other provincial funds: 6% employer and 1% employee on a capped wage ceiling, with the exact ceiling periodically notified by the Balochistan Government. Benefits include medical treatment at BESSI-affiliated hospitals and dispensaries, sickness allowance, maternity benefits, injury compensation and death grants. Registration is mandatory for establishments with 5 or more employees earning up to the BESSI ceiling.

Employers operating in Balochistan must register separately with BESSI even if already registered with PESSI, SESSI or KPESSI — coverage is tied to the employee's work location, not the employer's head office. Multi-province employers need to split their monthly social security filings across every relevant provincial institution.
